Access to water is limited in many developing countries because the conventional approach where water supply provision is externally driven by governments, donors and non-governmental organizations cannot solely address the issues of access and functionality. The private sector on the other hand has limited capacity to cope with increased water supply activities including implementation and provision of cost effective Operation and Maintenance support.
