Aliens
Aliens come to Earth. They come in flashy lights and purposely expose themselves to humans with their big ship and all. They state that they are here on Earth to make a diplomatic relationship. They wish to make contact with Earth as if it was just countries talking with countries. Their purpose being Earth's universally famous entertainment. Earth is famous for their forms of entertainment, and so aliens often came here illegally. Accepting the relationship between these aliens and earth's humans would prevent "extra-terestrial trafficking". Also, it would give humans a chance to further develop their entertainment systems with the aliens advanced technologies. There are several upsides, and the biggest single downside is that the population increases, so does debts to create new laws and new types of forms of indentities like ID driver license etc... Would you rather accept them or tell them to go away? There is also a chance they might attack us if we refuse, but it is not certain in the slightest. Simply paranoid politicians would think so and influence many to think so as well, but not too many.
