Can God change the rules?

Some of the religious insist that because particular verses in a holy book promise particular things that they are therefore saved as long as they comply.  However, can't the entity that taught the rule decide however it wants to regardless?

Technically history proves that he does. The line of Abrahamic religions, from the Jews to Christianity to the Muslims to the Mormons each is an example where allegedly God either added to or revised the instructions he issued previously. You may not agree that each step of timeline is accurate, but your insisting on staying Christian for example does not automatically in and of itself invalidate the subsequent versions. As far as you know you may be following the old instructions.

And regardless of history and holy books, if a God is all powerful then that God could change things up on a whim and there isn't anything you can do about it. The Evangelical who stands before God arguing why they're right and the Catholics are wrong is still subject to God's mercy or wrath. Indeed you can spend your entire life trying to do exactly what God told you and then just catch him on a bad day where he tosses you to the fire.

If god is all knowing and all powerful, why would he need to make changes?

He should never make mistakes if he creates everything he should know how everything should work.

What does "need" have to do with it? He has the power to do whatever whimsy he wants. No reason even necessary. To say he SHOULD never change the rules is not the same as demonstrating he CAN NOT change the rules.
