If it is travelling at the speed of light then it can't, can it? The speed of light is the point at which time dilation becomes infinite and therefore length contraction also becomes infinite. Hence, light doesn't even move! It bends space to get to its destination. On the other hand, light doesn't always travel at top speed. That's only in a vacuum.
