Yeah,if over-policing includes division and seclusion surely,one or two contingents receive bad payment and in the long run,there's creation of ISIS.

Literally anything we do abroad has repercussions and will result in some people hating us more, especially when we go in and fix a conflict between two parties. If we go in to a country where group A and group B are killing each other and then side with and defend group A, the people in group B are going to not like us. It just so happens that sometimes group B gets more following and some weapons.

Foreign policy is the ultimate demon here and who the major players are that support who in the ongoing global "great game"

ISIS was able to create itself because of the void left after the Iraq war I and II.

As long as the divide between Shia and Sunni are supported by opposite opponents of the "great game" then groups like ISIS will always exist.

Boko Haram, Hezbollah, Al Shabab etc etc are all examples of groups funded by forces that want to influence the power struggle.

In WWII the West supported Ho Chi Minh against the Japanese then after the war when France returned to Indochina, Chairman Ho and the Vietkong became their enemy.

In the Russian conflict in Afghanistan the CIA backed Bin Laden and Mujhadeen, after the war they became the Taliban and the enemies of the US and coalition forces

Our friends become our enemies and our enemies become friends and around and around it goes.

Well. The Cold War created Al Qaeda. The Islamic Reformation along with the recent military actions in the Middle East created ISIS.

I am not sure what you mean by overpolicing or even policing in general so I am going to guess no.

No, under policing leads to ISIS. Normal laws let people get away with immoral behavior. If laws punished people for being immoral, then ISIS would be happy and there would be no need for ISIS. Instead, we would end up with very militant liberals. So it's your choice. militant liberals or militant conservatives. You can't have it both ways.
