When normal people who know what they are talking about refer to GDP growth, they are referring to "Real" GDP Growth which is inflation adjusted numbers which are better for comparing years.

It is not about how much he could or could not reach, it is the context in which you are claiming that he couldn't reach economic growth of 3%. Obama took office right after the 2008 Great Recession, hence the economy around the world was at a downfall. After Trumps election, in the last 1 year, the economy has still not reached 3% and a lot of the data pointing to economic growth, is due to Obama's previous policies. Additionally, Trump claims 1.7 million jobs were created as he became president, but in comparison to the previous 6 years, the growth in job creation fell during Trumps presidency.
