Downs Syndromes are not human
Normal humans have 23 pairs of chromosomes (46 total - an inarguable fact). Chimps have 24 pairs of chromosomes (48 total - another fact). This makes chimps between 95% and 98.5% genetically similar to humans (depending on which studies you read e.g "http://www.answersingenesis.org/tj/v17/i1/DNA.asp"). Chimps are NOT defined as being human - they are a separate species. Humans cannot mate successfully with chimps due to the differences in chromosomes.
There are many genetic mutations that can result in a 'human' ending up with either more or less than 23 chromosomes - one of which is trisomy of chromosome 21 (in 3 different variations) which results in Downs Syndrome (47 chromosomes). This makes Downs Syndromes 97.87% genetically similar to 'normal' 23 chromosomed humans. Downs Syndromes and humans cannot mate successfully due to the differences in chromosomes. Therefore, they are not human.
