When I was young, I encountered a pair of uniformed police officers in a restaurant and allegedly asked them this question. My mother tells me they said they had been instructed to handcuff him to his own belt or belt loop.

Then I asked what they would do with a criminal with no arms, and they said they did not anticipate a lot of violent resistance from that person.

I guess thumbcuffs are out of the question.

One handcuff goes on the hand and other handcuff goes on the belt loop. If s/he has sweatpants on, i don't know.

This is a trick question. The answer is, "You don't because one-armed men are part of the protected handicap group and it thus wouldn't be politically correct to try and handcuff him." Political correctness is killing this country ;)

You handcuff his hand to your hand. I mean, what is he going to do, beat you with his stump ;)

i would guess that you would handcuff it to his belt loop......prolly. Or if you really wanted to piss him off, you could handcuff his hand to his crotch and say Hand Check! and if he doesn't raise his hand, taz him.
