I would give everyone found with them a warning and if they persisted to be uncooperative I would make an example of them by forcing them to go and fight in Afghanistan or something to do with serving our country whilst never stepping foot upon its soil again.

Legalize them. Then there is no problem.

As in how would I solve the problem of dangerous and/or bad drugs? Legalize, educate, and regulate, that way we can get safe, good quality drugs.

Just how we solve all other problems. Allow the free individuals to experiment with them and then educate each other on them. Put no one in charge of deciding if something is right for you, because legislation is very static and very dangerous (the War on Drugs cost billions, result in deaths, and is hard to end after so many decades of wasted dollars and bloodshed).

Legislation regulating our lives and property can be for noble reasons, but rarely does it ever end well.

People, no matter how terrible something may seem at first, are better off making decisions for themselves. Some may get hurt in the process, the amount hurt by government is far worse.
