Can't stand them. I rarely downvote. There have been a few times when I did it as revenge against someone for downvoting multiple arguments. And then there's the occasional downvote on an argument that doesn't even deserve a rebuttal, like ones from obvious trolls. But I usually just ignore them. >.>

I would understand an up vote if it had a reason but not when it is not explained.

The reason for a down vote is clear, you told the truth. The truth often hurts and this is their revenge. A down vote just confirms that what you said is true. To admit to this would take a bigger man than most. Please down vote all my arguments, starting with this one. I'm willing to pay the price for being right. How about you?

Yeah, I down vote for not reason. What of it? All you people on the other side are getting down voted for no reason other than that's what I do. No rebuttal, no nothing.

Oh, shoot, I lost a few points! Well, it's a small price to pay. I only wish I had more points to lose by down voting people.
