A LOT of babies have been caused by cheating on that-there FIRST law! However, making the second illegal would be neglecting an important part of one's education. BOTH should be done with caution and common sense. I'm sure, though they didn't have it when I was in school, students pay MUCH more attention in Sex Education classes. Side: Should be Legal
It truly wouldn't make sense to create such a law. How would one go about enforcing it? What would the punishment be? What really concerns me, and this may be off topic, are the women who have medical issues and want their reproductive system removed but are under the age of 25 and the doctor's refuse to allow such a surgery because they "may" want to have kids some day. Added note: If you can't drink until age 21 should you legally be allowed to join the military? Side: Should be Legal
