The short answer is yes.. I dunno if I'm the first to tell you, but the justice system is NOT fair.. What they did to person A, has NOTHING to do with what they're gonna do to person B..
Besides, as we've discussed, since High Crimes & Misdemeanors is a POLITICAL consideration, and NOT a criminal charge, it means ANYTHING the majority of the House says it does...

We don't need Mueller's confidence he didn't commit a crime; it's not for prosecution to clear someone, only to charge someone with an alleged infraction. Since he has no finding, Trump is cleared.

The charge of high crimes and misdemeanors covers allegations of misconduct by officials, such as perjury of oath, abuse of authority, bribery, intimidation, misuse of assets, failure to supervise, dereliction of duty, unbecoming conduct, refusal to obey a lawful order, chronic intoxication, and tax evasion.
Since the process is POLITICAL and not CRIMINAL, there's NO burden of proof.. Consequently, a Democrat can vote to impeach if he simply doesn't like the color orange..
Basically, they ARE THERE, in the Mueller report … if you read it with BOTH eyes, not just the "right" one. Clear as DAY, to most intelligent people, a bit fuzzy, maybe, if you're not. ;-)
