The government can do pretty much anything it wants under a state of emergency. Even if the letter of the law doesn't spell it out there is no government agency which is going to penalize a government employee or institution for trying to do the right thing in a crisis.

Whether or not that means it's advisable to evacuate or not still isn't clear though. Every person and every scenario is different. I have a sister who stayed home in New Orleans through Katrina despite orders to the contrary and she avoided some very bad scenarios just by staying put in the French Quarter.

Everybody makes their own call.

But don't for a second think the government cannot or will not force you to do something, and don't believe you can punish them for having done it.

That's an interesting question. I'm honestly not too sure, they probably can. But I think if the evacuation is mandatory and people still choose to stay then they are or should be on their own. No rescuers should have to try to put their lives on the line because some stubborn ass decided their property was more valuable then their life and the lives of those who come to help them.

I can see that. The issue I have is, even those who are too poor to leave have options. There are shelters in place, there is free transportation that can take them there as well. If you have the capability to leave but decide to stay then you have to face that risk on your own. It's their decision.

I say this because I have a friend who lives in Florida and we are having this very discussion right now. She wants to go with the children, the husband wants to stay even if evacuation becomes mandatory.
