I remember hearing a case like this, a man stood in his apartment doorway with the door open while naked, and the police couldn't do anything, because he's allowed to be naked in his own home.

Yes--you can have the window curtains open, etc. etc. as long as you are in your own house. People may still call the police on you (since they are self-righteous and less than admirable), however it is not (to the best of my knowledge) a criminal offense.
