It is neither necessarily good or bad.

IVF is a medical treatment generally used to treat a medical problem (infertility-a disease of the reproductive system that makes conception difficult).

IVF can also be used as a means of assisting a non-traditional family (Gay, Lesbian or single women) have children.

Its value as being good or bad is based on individual and group moral values.

The Catholic Church for example promotes a believe that conception occurring outside of the "physical bonds" of marriage (i.e, in a medical setting not and not literally in the marital bed itself) is wrong based on their religious beliefs. Others obviously don't agree with that belief and find no moral wrongs with undergoing medical assistance

to conceive in a medical setting.

Other objections stem from the potential to dispose of extra embryos. Again, that isn't bad or good, but rather depends on your views on embryonic life. People who object to discarding of embryos can choose to not discard any embryos (they can choose to fertilize less, use them all, donate them). If they have no moral objections to discarding embryos they won't use in their family building attempts they can discard them.

There are many more examples and considerations around this issue, but I think the point remains that IVF itself is a medical treatment that doesn't hold a specific moral value-rather it is how it is used, when it is used, and by whom, and what those and other people's beliefs about it determines if it is seen and believed to be "good" or "bad".
