It is both. An article of impeachment is like an indictment. It is the process of levying charges of criminal misconduct against members of public office. The proceeding concerns criminal law and is conducted similarly to a criminal case. Though impeachment is a criminal procedure, it cannot be considered distinct from politics since, following the impeachment, the verdict is determined by legislative vote. Since all parties involved are necessarily politically motivated, rather than an imperative to uphold the law, impeachment ends up being a criminal procedure with a political outcome.

Impeachment itself has always been political.

What isn't political is the specific reason why someone was impeached. For example, the legal ramification of having sex with an intern and then lieing about it under oath is miniscule compared to the legal ramification of committing treason against the USA.

He doesn't need to be that scared of being impeached. What he needs to be scared of is being impeached for treason because they execute people for treason.
