If we know for certain that the person was in fact surrendering, then no way.

However, if the case is as usual, and we do not know all the details, then the circumstance might actually be that the person was not entirely surrendering. Such as in an instance where a person has their hands up, but a weapon on their person that they may have reached for once the officer caught up with them. Same scenario except with no actual gun, the police officer could be going to capture the 'surrendering' perpetrator, when they suddenly reach down. Now I'm not justifying shooting that person, but I wouldn't be too quick to cast the cop out either. In the heat of the moment, after being told to keep your hands in the air, sudden movements like that could be scary, and cause one's reflexes to take over.

If the person is fully surrendering, then the police SHOULD NOT shoot them. But if the person "surrenders" but is not following orders and directions, police may shoot them in an arm or leg. They must be FULLY cooperating and surrendering.

No. I think it is a form of tyranny to do that to a person that is not a threat.
