No. The principal stated justification for there use has been the "war on terrorism". That war will almost certainly exceed the lifespan of the average reader of this argument. Allowing it as justification would in effect grant powers previously limited to national emergency and war time to the President on a permanent basis. Such a grant is incompatible with any notion of the rule of law based on our Constitution. 567 days ago
