Is the value of human life absolute or is it contingent upon a perceived potential?

 What kind of world would you want to live in, A world were all human life is valuable or one were the value of human life is on a sliding scale? Is it safe to base the value of human life on what we think it is worth or or is it better to say all human life is equally valuable.

I like the sliding scale. Although I doubt it would work because some people would say, "Oh, that's too harsh. Give the poor pedophile / terrorist a chance. Who are you to assign value to a human being? Giving value to life is dehumanizing and reduces the inherent value of life."

But the way I would imagine it would work would be like a person's credit score. Except that once they reached zero, instead of going bankrupt, they would treat it like that game.... Mortal Combat. And the guy would say, "Fatality. You lose!" ;)
