According to Merriam-Webster's Collegiate Dictionary Eleventh Edition, rhetorical is defined as something "asked merely for effect with no answer expected." If you ask a question without expecting or wanting an answer, that would still be a "rhetorical question" whether or not someone answers. Rhetorical questions can also be used if there is an obvious answer, example : "Do pigs fly?" Side: Yes
