There are no writings in Islam that say this, and the hadith tells us exact ages of thighing and consemation. 6 and 9. It's why child brides are normal in the Muslim world.
The law in 7th century Arabia was that only adults were permitted to marry. An adult was someone who had passed through puberty. Nine year old girls have not passed through puberty.

There in the house I saw some Ansari women who said, "Best wishes and Allah's Blessing and a good luck." Then she entrusted me to them and they prepared me (for the marriage). Unexpectedly Allah's Apostle came to me in the forenoon and my mother handed me over to him, and at that time I was a girl of nine years of age.
