The two are complementary.

Managers are critical. They do tasks that make it possible for people who have technical skills (garnered by technical education) to make necessary contributions to enterprises capable of employing technical people, their managers, and many people who have neither technical nor managerial skills.

Without the people with technical skills, there are not the technically developed products or technical skills the enterprise offers in the marketplace. Without the managerial skills, there is no way to grow an enterprise in a way that creates jobs.

If you want to make it into a contest between management and technical education, you might as well throw in education on how to tell time and use a calendar. That education makes possible the creation of more jobs than the other two put together.
