As warmer oceans produce more energy for storms, hurricanes become more frequent, last longer, and are more intense. Right now we are on a 24 year period that has produces the most above normal hurricane seasons compared to any other stretch of time before that. Lol! We've only been keeping records of hurricane intensity since 1980. There is not nearly enough data to link global warming to storm intensity. The fact is that warmer temps are likely to cause fewer, but slightly more powerful storms, according to some studies. Other studies say more but less intense. What she's talking about is a report by the UN that warns that the Paris agreement is not enough to prevent the effects of global warming above 1.5C to 2C. That 0.5C difference equates to mass global destruction of arable land due to desertification causing food scarcity, rising sea level destroying coastal lines, and more extreme weather patterns like hurricanes and colder winters. Effects that can cause a massive refugee crisis. The 12 years means that it's the point of no return if we continue the current carbon emission trend. The report point out that the effects can be mitigated if we limit carbon emission to only account for 1-1.5C in global warming, and that carbon emission should 50% (of what they are now) by 2030 and 0% by 2050.
