On a scaled down example of your statement look at Northern Ireland. One party representing the Unionist section of the community ruled over the Provence for decades with a bias in favour those who wished to remain part of the U.K. Democracy in this form caused a polarization between the those wishing for a United Ireland and the Unionists. The upshot of this one sided democracy was 30 long years of carnage and destruction. The bloodbath didn't stop until a Power Sharing Executive was formed and both sides had equal rights. So, democracy didn't work in Northern Ireland and never will. Side: Agree
