Libya paid america with oil during Qadafi chase and America stole as thrice as much later exposed and they don't feel ashamed or guilty to return it. Other countries too...The only time America doesn't get paid is when it's of their personal interest where nobody called them or it's global interest ...everybody's responsibility where you find military from other countries also partaking...so your point is??
