I'm somewhat shocked they aren't already. There aren't really any police in international waters, much less the waters off Somalia. I have trouble feeling sympathy for crews attacked by Somali pirates. The pirates have been around for a decade at least and are widely reported. Many nations do not allowed armed vessels into to their ports so it is either be safe or make money and the shipping companies chose the latter.
