Most Euro-American pregnancies seem to be unplanned, the result of careless disregard for consequences in the face of momentary pleasure. Limiting procreation to responsible people would RADICALLY reduce the population.

I am also pretty sure that such a requirement for responsible behavior would be difficult to enforce.

Would-be-parents should decide if they ARE responsible before having kids. If they find they are not, well, there's always masturbation.

That would not only cut down on the population, but, it would cut down on children that "take after their parents". ;-)

I don't agree at all. The world is stuffed to the brim with stupid, ignorant, selfish people who are incapable of critical thought. In fact, to be fair about it, you are one of them.

You would hope that common sense would reign supreme, but unfortunately, immediate gratification rules the day with some people. The result is kids they're not mentally prepared to deal with and can't afford thus leaving taxpayers on the hook for helping to support their poor decisions.
