Surely the trick is to educate young people efficiently so that they can defend themselves against the world rather than relying on laws to wash over a problem? The fact is that though there are rules, people break them. It happens all the time, everywhere, through all humanity and its varied environments. There is a legal age limit for a reason. People often regret decisions they made rather hastily as a teenager. Also, teen pregnancy is currently a huge issue. If you make it OK to have sex underage this problem will only get worse. Teen pregnancy is also proof that many underage are not ready to make a responsible choice.

However most people in the world are against it, which is why it is a law. Now if people WERE arrested, they would get disciplined. However they probably aren't going to.
