Should the USA be have it's intelligence services significantly reduced?

The American's spying agencies seem to be on a private mission to annoy their nation's allies. They first bugged the ministerial offices of many European nation's and now they've seemed to have ticked of the UN.

When it comes to spying on its own citizens, my answer would be yes. As for other countries, every country has some sort of espionage branch that keeps tabs on allies and foes alike. If they say they don't, they're lying their asses off.

The United Nations is a peaceful international body, there is no reason to spy on them unless there are aggressive intentions. Also the USA has abused the fact that the head quarters of the United Nations is within their nation.

In 2004 the USA went into Iran under the premise of locating and removing WOMDs. One of the best intelligence organizations in the world made such a huge mistake as there was not one WOMD. How the hell did they not go on international trial for making such a blunder? Oh yeah, they have veto-power and a major UN seat, that's why.
