Should the USA be have it's intelligence services significantly reduced?
The American's spying agencies seem to be on a private mission to annoy their nation's allies. They first bugged the ministerial offices of many European nation's and now they've seemed to have ticked of the UN.

Yea. After the public finds out that the intelligence services did something totally asinine, they stand up there and cry, "We did it to protect you from terrorist". Yea right, when the President of Russia calls you and you do nothing about it. Yea, that's "protect us from terrorist". Side: Yes

In 2004 the USA went into Iran under the premise of locating and removing WOMDs. One of the best intelligence organizations in the world made such a huge mistake as there was not one WOMD.
