The best way to control people is to control the information they receive. We see this in China where the populace is docile and only fed pro-government information. In the extreme, we can witness this in religious indoctrination groups who censor anything critical or unfavourable towards the dogma, and so you have people who believe in crazy things and have no concept of an opposing view.

While the proposed filter doesn't immediately call for this level of censorship, it gives the tools for this kind of information control to exist. It allows for heads of state to approve content for you in what they feel is a decision that you cannot make for yourself. We have to remember that with any new regulation, law, or tool, that the worst application of it will often come to pass in the future, just as any benevolent use may.

That just seems like it'd be a real big dick move, and there's no purpose behind it other than to monitor everyone ever. An invasion of privacy on that scale is just as perverse as the people they'd be trying to stop.
