It would actually speed up the process, a quick up or down vote like on here would be all that is needed. Rather then determining weather passing the bill is worth passing all the riders on it. You could pass many more bills in the same amount of time because they wouldn't be as long or complicated. Side: should
Was going to add an argument, but you covered it. Also, many very worthwhile and helpful bill have failed, because of the attached ride alongs. Forcing single issue bills will make them actually give full attention to each issue, not on one big issue and let someone else worry about the rest. Side: Should not
