The American election system is decentralized by design, with state, county and local governments all managing voting. Even though many precincts use voting machines, none are connected to the Internet, nor are they connected to each other.
That's not to say voting machines don't have vulnerabilities -- those have been well documented and studied for more than 10 years. But to influence the outcome of a presidential election or statewide race would require physical tampering on a grand scale across in counties across multiple states on Election Day: In other words, it essentially can't be done.
"Nobody is going to be able to change the outcome of the presidential vote by hacking voting machines. The system is too distributed, too decentralized, too many implementations for any individual actor or group to make substantial change," said Nicholas Weaver, a computer scientist and cybersecurity expert at the International Computer Science Institute at the University of California, Berkeley.
"Yes, they're horribly insecure, yes, many of them give me nightmares," he continued, "but the attacker's not going to be able to change the outcome of the presidential vote that way."
The American election system was done that way back in "the early days" because there was NO WAY to gather votes from remote areas in an anywhere near "reasonable time"! Today they can be gathered almost instantly so that antiquated method is no longer necessary! I say again, 3 million American's votes were taken away by that antiquated system. Recently, Donald Trump, who is badly trailing in polls to Hillary Clinton, has begun claiming that the presidential election will be "rigged" against him. It’s a nonsensical claim with no basis in reality — and, as Dara Lind writes, it’s dangerous to public confidence in the electoral process.
At a press conference Thursday, President Obama was asked to respond to Trump’s concerns, and was briefly at a loss. "I don’t even know where to start on answering this question," Obama said with an exasperated half-smile. "Of course the elections will not be rigged! What does that mean!"
Obama went on to explain that the election process is run on the state and local level, not by the federal government. The idea of a nationwide rigging, he said, is "ridiculous" and "doesn’t make any sense." He added: "I don’t think anybody would take that seriously."
After saying that the federal government would try to make sure people’s voting rights are protected, and that there’s not any sort of hacking of voting machines, Obama explained what he thought was really going on here: I think all of us at some points in our lives have played sports, or maybe just played in a schoolyard or a sandbox, and sometimes folks, if they lose, they start complaining that they got cheated.
But I’ve never heard of somebody complain about being cheated before the game was over! Or before the score was even tallied!
So my suggestion would be, you know, go out there and try to win the election. If Mr. Trump is up 10 or 15 points on Election Day and ends up losing, then maybe he can raise some questions. That doesn’t seem to be the case at the moment.

Donald Trump won the 2016 election — and it wasn’t because of the Russians. After more than a year of extensive investigations, there is not one iota of evidence the election results were hacked or otherwise successfully manipulated by the Russians or anyone else.
One week after the election, Jeh Johnson, President Obama’s secretary of Homeland Security, admitted that our election system had not been hacked and that no ballot counts had been changed.

"I have never seen in my lifetime or in modern political history any presidential candidate trying to discredit the elections or the election process before votes have even taken place," said Obama.
"It's unprecedented. It happens to be based on no facts. Every expert, regardless of political party, regardless of ideology, conservative or liberal, who has ever examined these issues in a serious way will tell you that instances of significant voter fraud are not to be found ... There is no serious person out there who would suggest somehow that you could even rig America's elections, in part because they are so decentralized. And the numbers of votes involved. There is no evidence that that has happened in the past, or that there are instances in which that will happen this time."

President Barack Obama on Tuesday downplayed Donald Trump's suggestion that November's election is "rigged," and said the GOP presidential nominee needs to toughen up.
"I'd advise Mr. Trump to stop whining and try to go make his case to get votes," Obama said at a White House news conference alongside Italian Prime Minister Matteo Renzi.
"If whenever things are going badly for you, you start blaming somebody else, then you don't have what it takes to be in this job," Obama continued. "There are a lot of time things don't go our way or my way … that's OK, you fight through it."
