Venezuela practices what the dictionary says Socialism is

But, is your library socialism? Is it the trash collectors? Is it your food bank? Is the parks and recreation department?? Is it your fire department??
It's true.. These are not HUGE all in type socialism like you're alluding to, involving everyone and everything. You know, like Venezuela, Cuba, N. Korea and many other failed socialistic states..
These programs, however, are LITTLE, TEENY, TINY pieces of socialism working well within the framework of a capitalistic nation.. In terms of socialism, size doesn't matter..

Parks don't produce any goods. They also are not obligated to let you on the grounds by any law.

The fire department doesn't produce a good, relies on volunteers, and many are privatized because privatization is cheaper, more effective, and more efficient.

Notice the dictionary mentions nothing about public services because public services have nothing to do with Socialism.

In both the UK and Venezuela there is both a de facto and de jura right to property enforceable against other individuals. In both cases, if the state wants your land though you can have your right removed.

So what caused each of these stunning socialist successes to eventually collapse? Well, the simple answer is that the capitalists who watched as the proletariat received free food, housing and healthcare by the millions, were fearful that citizens in other countries would catch on to the benefits of communism, and would seek to nationalize industries and end wage slavery. In addition, other capitalists looked on with greedy eyes as the natural resources of these countries were distributed to the proletariat. So, out of greed and fear, capitalists set about sabotaging these regimes by undermining their economies. In the case of Venezuela, oil companies and pro-capitalist governments collaborated to crash the price of oil, Venezuela’s main source of income. As a result, their economy has collapsed, and the consequence is what we see today.
