Absolutely.
Fines and incarceration are inherently classist, penalizing not only the lower class offending individuals more heavily but actively destabilizing lower income neighborhoods. They are also generally not shown to be effective deterrents.
There should be a list of possible sentences that judges can give.
And why should public humiliation not be on that list? I find it difficult to believe that you seriously think this punishment is more punitive and more inhumane than incarceration (or, really, fines too).
