It means the government cannot ban all guns from all people. It's so the English crown, and the new US government, cannot simply ban guns so the people can't fight them. It neither says nor implies that the people also MUST a) have access to any and every kind of gun or ammunition that will ever exist in all eternity, or b) be allowed a gun even if they're a risk to public safety because of mental illness, criminal history, etc. c) be permitted to bring their gun anywhere and everywhere they go - courtroom, daycare, NMR room, etc. d) have freedom to not register it, not be trained on use of it, not be licensed first, etc. e) be allowed to stockpile as many guns and ammunitions as they want, with no limit. Basically, as long as the ordinary citizen has reasonable access to some kind of gun then their Constitutional right has been met. Their Constitutional right is not negated by considerations of public safety. At the final presidential debate,Clinton reiterated her position that the supreme court was wrong in its 2008 decision in District of Columbia v Heller, which overturned Washington DC’s ban on handgun ownership, as well as a law that required other guns in homes to be “kept nonfunctional”. Hillary had a problem with the 2nd Amendment. Can you not admit that ? I never agreed with Clinton on guns. On guns I preferred Sanders' position. And by the way, despite Trump proclaiming his 2nd Amendment support, don't be fooled for a second in thinking he'd never take your guns away. If a couple of people took shots directly at him he'd go full authoritarian immediately and have them snatched up. You believe in all 10 of our Bill of Rights but Hillary has a different opinion on a "Right" In an interview last June, ABC's George Stephanopoulos pressed her to say whether "an individual's right to bear arms is a constitutional right." She repeatedly dodged the question. "If it is a constitutional right," Clinton said, "then it, like every other constitutional right, is subject to reasonable regulation."
