There is no difference to Progressives. They don't think there is a difference between a migrant and a fundamentalist terrorist. They'd give a member of ISIS the exact same encouragement and advice to get across the border.

Not all migrants are refugees, but refugees "can" be migrants. A refugee is forced from their country while a migrant makes the choice to leave and can return home should they choose. One is a concern of human rights and safety, the other is a hope for economic advantage.
