The answer is real simple. You are.

I'm not being sarcastic. I literally mean, "you" as in anyone and everyone who is reading this (including me). There is no ranking degrees of evil. You are either sinful or your are not. Yeah yeah yeah I know, I'm coming from a judeo-christian background, but that's a fact. If you are with sin, then you are a sinner, plain and simple and there is no redeeming ourselves unless our sins are removed from us (our nature). So the truthful answer is that we are all the most evil person in history. You can't be anything worse than a sinner, plain and simple.

If we are going to draw from the Judeo-Christian cycle of myths, I would recommend consideration of King Saul, who committed the Amalekite genocide. He did not merely kill the babies, but also all the adults.

A decent counter argument, of course, is that YHWH ordered Saul to commit the genocide. YHWH also ordered the killing of every other non-Hebrew people group in Canaan, and theft of their lands, of course.

By modern standards, that would pretty much make YHWH the most evil character in the Judeo-Christian scriptures.

1)With Atheism there is no objective definition of "evil", and per Darwinian Theory, God would simply be fulfilling the role of "survival of the fittest". Per Liberal moralism, He'd be practicing "antifascism" and using "any means necessary."

2)By this standard, America was "evil" when it dropped 2 atomic bombs on Japan.

3)One would now have to ask "why did God destroy these people?", and if it's for a rational reason, "evil" would be a poor word choice.

4)I've debated Atheists who said the answer to the Middle East was tactical nuclear weapons. I'm assuming we aren't claiming Atheists are "evil" eh Moon?

5)"Modern Standards" in China and Russia means people disappear like magic when they oppose the government. In the Middle East, "modern standards" means we use the "Queen of Hearts from Alice and Wonderland" techniques, which is fine to 2 billion Muslims per the Sharia.

I remember our Mussolini debate where you lied and said, "Mussolini coined the word Fascism".

And then you went on to explain that "Fascism" couldn't have existed prior to the word being coined, as if that made sense.

Oh yes... Murder, rape, sex, mutilation, jumping, running, eating, etc did not exist prior to the coining of those words....

If we assume human deaths are the primary evil, that makes comparison easy.

If we just look at the 20th century, Hitler is tempting. He caused 20-25 million deaths.

This however is less than Stalin, who killed an estimated 40-50 million, and sent millions to the gulags.

Mao, however is a pretty clear winner with estimates of his victims at 40-70 million people killed.

However, if we look further back to Genghis Khan, the Mongol conquest he instituted resulted in 30-60 million deaths.

While this is less than Mao's death toll, if we consider it in terms of the world population, this is between 8% and 16% of the total at the time. Mao only approached 3% at the highest estimates.

It really depends on what side you are for. For example, in WWII, the Germans thought they were doing the right ting, but Americans did not. So, we might think of someone like Hitler as a bad person, but they (at that time) thought the Jewish were bad/contaminating people. I personally think that there has been multiple "bad" people throughout history - it just depends on which side you're looking from.
