There is space and time. Just as there is length,width, and height in space.

Even so, distance is not relative to time. Time is relative to speed and to proximity the mass.

You might say that if one waits long enough, a given distance will grow due to the expansion of the universe. That is the only way in which the debate title is sensible, but that's got nothing to do with relativity.
