As long as you personally are standing in either your own property or on open public property you can take a picture of anything your eyes can normally see around you. So that would include someone's dog. It also would include them and their family members but if you take it of kids then you deserve scrutinized for what you're up to. And it excludes things like upskirt because those would not normally be in your field of vision unless you resorted to strange behaviors to get the shot. Clear enough? Side: it is not their dog
