Yes, I believe government is one hundred percent necessary for a functional society. It has been said that "people can still live happy lives without government", but no population can become organized, functional, or even trustworthy without it. There would be no repercussions for any wrong doings. This means that anything that could possibly get you ahead in society would be fair game. Fraud, theft, and even murder would be very prevalent in a community without government. No government means no publicly funded structures. Things like roads, hospitals, jails, power plants, etc would not exist. Society would be going back hundreds of years. All in all, without government, we don't have society.
