If we did not have a government humans would react in negative ways towards the smallest inconveniences that did not go their way, and violence would break out since there would be no laws preventing it. I agree with your statement that not having a government would cause productivity to decrease. If we did not have a government, we would not have a need for money, so people would not feel the need to work because they would be getting no reward for their labor.
