Kuwait should be blamed as when Iraq was trying to ask to be leased Bubiyan and Warbah Island so as to be able to have ports to export their oil. Iraq asked for this as after the Iran-Iraq war, Iraq was put into a large debt with Kuwait and needed money to rebuild its economy as well as pay off its debts. But Kuwait refused to lease the island to them as they wanted to block off Iraq's oil exports and threaten its revenues from oil trading. This together with Iraq and Kuwait fighting over the control of the Rumila oil field which is rich in oil deposits led to much tension. Kuwait didn't help Iraq by overproducing oil and making the oil prices lower which made it a much harder time for Iraq to earn money. With all these events happening Saddam Hussein had to invade Kuwait so as to get a hold on the economy as well as level the prices of oil
