I do not believe you will be able to stop all manufacturing. Being that they will still be made and used in the military. When we are not in war the guns will still be around and could just as easily fall into the wrong hands once again. Yes this would limit people's access to these weapons. But I'm not sure if that would be enough.
Regulating guns only prevents the law-abiding from having them and does nothing to prevent them from falling into the hands who abuse them. Moreover, gun regulation is a superficial approach to an underlying problem. The state of mental health care is abysmal, and it seems logical to me that increasing social understanding of mental illness and health conditions as well as treatment and support for those experiencing mental ill-health would go a lot further in preventing gun violence.
Like we have established many times if you try to regulate something or ban it bad people will still get and use it. Such as drugs the are illegal and still can be obtained and used. More regulations to guns would resolute to the same thing and may add more violence.
