Students of higher academic proficiency should be placed in classes separate from those of the average level. By remaining in these classes, these more advanced students are being hindered and are thus not able to explore their own potentials. This could discourage their desire to learn and potentially limit their future opportunities.
To begin, students have never needed personal devices while in school (granted, having such a device was rare in the era before the smart phone), and moreover, such a freedom would be distracting to the students, ultimately negatively affecting their grades. Yes, some students may actually use their devices responsibly, but most will not.
Outside the classroom, however, it is acceptable, as their engagement is no longer required. But if they are allowed to use such things in the classroom, the irresponsible will misuse such a freedom, which will be detrimental to their schooling.
Schools posses all of the resources necessary for a student's education, and thus, such devices are unneeded to begin with.
