Governments do have the right to control population, but to an extinct. You let people come in, as citizens, they have the right to reproduce. If you want an increase in population growth then go ahead, and try to bribe the females, but if you want a decrease in population growth, you have to be very careful in how you do it. The government shouldn't be allowed to put a limit on the amount of children the citizens can have because this will create many untended consequences, such as too much of a certain gender. These are called "anti-Natalist policies." The governments should have some control over their country, but not to the point where innocent children are dying.
