Death is the best deterrence. Imprisonment can be waited out, fines can be paid. Before one commits a crime, in the face of possible death they will seriously be forced to reconsider their actions. Unless one welcomes death.
Diversion of important resources to fund crises like war is inefficient allocation of resources eg. instead of using money to develop education system which would aid in providing economic, social and literary progress, money used in the purchase of weapons and missiles. Not only is the possibility of progress being eroded but current progress achieved will be stunted and maybe reversed. War brings about much destruction to available resources/ technology eg. Japan was previously using nuclear power to support its use of electricity, nuclear power making up about 30% of the electrical supply. However with the explosion of the rather recent Fukushima nuclear plant, people in the radius were evacuated. Large portion of resources diverted to help contain the effects of the explosion. Since then all the nuclear plants have been shut down, Japan facing electrical shortage.
