If we let them stay it is unfair to those who are waiting inline to immigrate. The illegal immigrants did not go through the proper procedure to get what they want. This is unfair to those who waited.
Most ninjas do what is right and help protect those who cannot protect themselves. The also have more skill in fighting with or without weapons. Ninjas are a big part of Japanese culture but pirates are not a part of any major culture.
