It depends on what you define metal as...

I personally prefer to listen to 'extreme metal,' meaning death, black, thrash, doom and speed (I don't like this type) metal. They all require just a tad more skill than rap requires.'

Here's a quick wikipedia summary of death metal: 'It typically employs heavily distorted and low-tuned guitars, played with techniques such as palm muting and tremolo picking, deep growling vocals, aggressive, powerful drumming featuring double kick and blast beat techniques, minor keys or atonality, abrupt tempo, key, and time signature changes and chromatic chord progressions.'

Now. let's look at rapping: 'Rapping is a musical form of vocal delivery that incorporates "rhyme, rhythmic speech, and street vernacular", which is performed or chanted in a variety of ways, usually over a backbeat or musical accompaniment.'

From just this, we can see the difference in skill required on average for each of these different genres. Is everyone the same in skill? No, there are talented artists like Qvkata DLG, Keranov and Eminem in the rapper field. Then, they're are plenty of skillful groups in the metal field... Whourkr, Meshuggah, Cattle Decapitation, Slugdge, Nile (George Kollias is legendary!). Then, there are awful artists like 6ix9ine and icejjfish, and countless bands that I do not listen to.

The beats for rap are normally produced electronically, and remain very consistant throughout the song. Metal is normally produced with real electronics, but sometimes with fake drumkits. There are also 4 or 5 musicians in the bands. A common layout is one vocalist, two guitarists, one bassist and one drummer. Sometimes, the vocalist is also a guitarist. Metal can be very progressive, or it can be technical, or it can be repetitive, or it can be a combination of these things along with others not mentioned. Even the more repetitive bands can be skilled, like Meshuggah with it's extremely odd time signatures put back into 4/4.

There is also the matter of lyrical content. Generally, I believe rap talks mainly about topics like women, drugs, and gang-related actions. Metal covers a wide range of subjects such as the occult, politics, hatred, violence, society, aliens, slugs (I'm looking at you, slugdge), gibberish, death, and more.

While many may write away metal's vocals as just screaming, growling, etc, only a portion of metal does this. Many subgenres like thrash metal and progressive metal mainly use clean vocals. Even if you cannot understand the lyrics, nothing is stopping you from going on Encyclopaedia Metallum or Dark Lyrics and seeing the important things they are singing about.

While metal vs rap is mainly a personal matter, I believe that one can objectively find metal to be better as I have shown through my several arguments.
