It really is.
First of all, by "education abroad" i understand studying in countries with better and stronger educational systems. It means student is more likely to gain more in the long run than if he/she stayed in Kazakhstan. Also, it is better to study abroad when there are a very few/no universities that offer preferable major. For instance, it is hard to find university in Kazakhstan that offers undergraduate degree program with major in linguistics, but there are plenty of them, well-known, in Germany. Secondly, studying abroad is a great opportunity to experience different cultures. Thirdly, it also helps students to become more independent and responsible.
To conclude, education abroad seems to me to be more beneficial, especially if there are no substitutes in your home country and if you want "to see the world".
From my point of view, religious education should be a part of schools' curriculums. Considering that Kazakhstan is the culturally diverse country, where freedom of religion is actual, there is a need to educate children about world religions and beliefs in order to avoid religious intolerance and ignorance. I took a course of religious education at one of the Almaty's public schools; i think it was during 2008/2009 years. And, one of the purposes of the course was to raise rel.education level, so less religiously uneducated children (less than 18 years old) would be recruited by cults (it was a problem at that period of time).
To sum up, i think that government’s decision is right and religion lesson should not be excluded from the school programs.
Spay and neutering animals is not cruel. First of all, it is beneficial for their health and well-being (for instance, when it comes to cats). It helps fight pet overpopulation, so unwanted kittens and puppies will not end up on the streets, dying. Also, it corrects animals' behavior - they become less aggressive, more calm, so there are more chances for animals like dogs and cats of being adopted.

A great deal of studies on gay parenting show that they can be as fit as heterosexual parents are and that sexual orientation alone does not affect person's capacity to be a good parent. Being adopted is a chance for an orphan to have a better life. And, from my point of view, children raised by homosexual parents are more likely to be open-minded and tolerant. So, if a loving gay couple wants to create a family and adopt a child, why not?

Not all people are mentally and physically healthy.
As it was mentioned before – people with mental disorders can have problems with raising a child. What is more, some people have diseases that can be transmitted to their children (e.g. HIV/AIDS).
