Yes I do believe that governments have a right to control populations. If the country were to continue increasing rapidly, the country would not be able to sustain itself in resources, education, etc. If the country were too under populated, then the country would become unbalanced and the population could eventually die out. Although a government controlled population can come with limiting factors, it is necessary for this to happen in order to have a sustainable country.
